If you toggle off “Status Bar Icon” in Settings > Privacy > Location Services > System Services, that only has to do with the System Services explicitly on that page. If you have AirTags or any location-based HomeKit automations running, or any apps that you’ve allowed to “always track” (again such as Weather or Maps) that geofencing icon probably isn’t going anywhere. Is it possible you’re just now really noticing it? Mine has been pretty persistent for a while now. (A solid icon means something is actively tracking your location at the moment, such as Maps navigation or Weather updating itself.) The hollow icon in the status bar indicates something on your iPhone is making use of geofencing/recently checked your location.
